హైదరాబాద్ న్యూక్లియర్ ఫ్యూయల్ కాంప్లెక్స్ (NFC) వద్ద ‘మజ్దూర్ బిగుల్’ క్యాంపైన్ : నాలుగు లేబర్ కోడ్‌లకు వ్యతిరేకంగా నిరవధిక సార్వత్రిక సమ్మెకు పిలుపు
హైదరాబాద్‌లోని న్యూక్లియర్ ఫ్యూయల్ కాంప్లెక్స్ (NFC) వద్ద ‘మజ్దూర్ బిగుల్’ కార్యకర్తలు నాలుగు లేబర్ కోడ్‌లకు వ్యతిరేకంగా ప్రచారాన్ని నిర్వహించారు. NFC అత్యంత సున్నితమైన, వ్యూహాత్మకమైన పారిశ్రామిక విభాగం. ఇక్కడ యురేనియం ప్రాసెసింగ్, అణు ఇంధన తయారీతో పాటు రియాక్టర్ భదురతకు అవసరమైన జిర్కోనియం మిశ్రమ లోహాల ఉత్పత్తి జరుగుతుంది. ఇక్కడి ఉత్పత్తి భారతదేశ అణు విద్యుత్ కేంద్రాలకు శక్తిని అందించడమే కాక, రక్షణ, అంతరిక్ష రంగ అవసరాలకు తోడ్పడుతూ దేశ ఇంధన భద్రతలో, ప్రజా భద్రతలో కీలక పాత్ర పోషిస్తోంది.
ఇటువంటి కీలక వ్యవస్థలో అత్యున్నత స్థాయి భద్రత, జవాబుదారీతనం, స్థిరమైన ఉపాధి అవసరమైన తరుణంలో, ఫాసిస్ట్ మోదీ ప్రభుత్వం ‘శాంతి’ (SHANTI) బిల్లును ముందుకు తెచ్చింది. దీని ద్వారా అణు రంగాన్ని ప్రైవేటు శక్తులకు కట్టబెడుతోంది. ఈ చర్య ప్రజా భద్రత కంటే ప్రైవేట్ లాభాలకే పెద్దపీట వేస్తూ, కార్మికుల సంక్షేమం, ప్రజల ప్రాణాలకు ఉండే ముప్పు విషయంలో జవాబుదారీతనాన్ని బలహీనపరుస్తుంది.
దీనికి తోడు, ఫాసిస్ట్ మోదీ ప్రభుత్వం కొత్తగా అమలుపరుస్తున్న నాలుగు లేబర్ కోడ్‌లు కార్మికులు పోరాడి సాధించుకున్న హక్కులను హరిస్తున్నాయి. NFCలో ఇప్పటికే రెగ్యులర్ స్వభావం గల పనుల్లో కాంట్రాక్టీకరణ విస్తరించింది. ఇప్పుడు ఈ లేబర్ కోడ్‌ల అమలుతో, ఈ కాంట్రాక్టీకరణ చట్టబద్ధంగా మారుతోంది. దీనివల్ల రెగ్యులర్ నియామకాలు తగ్గిపోయి ఫిక్స్‌డ్-టర్మ్, కాంట్రాక్ట్ ఉపాధి పెరుగుతుంది. పనిభారం పెరగడం వల్ల అలసట, భద్రతా ప్రమాదాలు ఎక్కువవుతాయి. వీటితో పాటు కార్మికులందరికీ యూనియన్ల రక్షణ కరువై, ఉద్యోగ భద్రత పూర్తిగా ప్రశ్నార్థకంగా మారుతోంది.
మజ్దూర్ బిగుల్ కార్యకర్తలు NFC యొక్క వివిధ గేట్ల వద్ద కరపత్రాలను పంపిణీ చేస్తుండగా, రెగ్యులర్ ఉద్యోగుల గేటు వద్ద CISF సిబ్బంది అడ్డుకున్నారు. కార్యకర్తలు కార్మికులను చేరుకోకుండా నిరోధించేందుకు వారిని దూషించి, వేధించారు. అయితే, మరో గేటు వద్ద కార్యకర్తలు కాంట్రాక్ట్ కార్మికులతో, కొందరు రెగ్యులర్ ఉద్యోగులతో మాట్లాడగలిగారు. ఈ నాలుగు లేబర్ కోడ్‌లు వ్యవస్థీకృత, అవ్యవస్థీకృత రంగాలు సహా ఫార్మల్, ఇన్‌ఫార్మల్, రెగ్యులర్, క్యాజువల్ ఇలా అన్ని విభాగాల కార్మికులపై ఎలాంటి ప్రభావం చూపుతాయో వివరించారు. ఈ లేబర్ వ్యతిరేక చట్టాలను రద్దు చేయాలని డిమాండ్ చేస్తూ కార్మికులు, యూనియన్లన్నీ ఏకమై ‘నిరవధిక సార్వత్రిక సమ్మె’కు పిలుపునివ్వాల్సిన అత్యవసర పరిస్థితిని నొక్కి చెప్పారు.
అనేకమంది కార్మికులు, ముఖ్యంగా యువకులు, ఈ లేబర్ కోడ్‌ల గురించి తెలుసుకోవడానికి ఆసక్తి చూపారు. నిరసనలు, ర్యాలీలు, సమ్మెల్లో పాల్గొనడానికి తాము సిద్ధమని తెలిపారు. నిరసనలను అణచివేయడానికి కోవిడ్ లాక్‌డౌన్ సమయంలో ఈ చట్టాలను ఎలా దొంగచాటుగా తెచ్చారో బిగుల్ కార్యకర్తలు వివరించారు. ఈ కోడ్‌లు జీవన వేతనాలను ఎలా దెబ్బతీస్తాయో, కాంట్రాక్టీకరణను ఎలా విస్తరిస్తాయో, భద్రతా లోపాలు, వేతన ఉల్లంఘనల విషయంలో యాజమాన్యాల జవాబుదారీతనాన్ని ఎలా తగ్గిస్తాయో వివరించారు. లేబర్ కోర్టుల స్థానంలో యాజమాన్యాలకు అనుకూలమైన ట్రిబ్యునళ్లను తీసుకురావడం, ఈజ్ ఆఫ్ డూయింగ్ బిజినెస్ ముసుగులో జరుగుతున్న దోపిడీ గురించి వారు వివరించారు.
అభద్రతతో కూడిన భవిష్యత్తును ఎదుర్కొంటున్న యువ కార్మికులలో చైతన్యం తెస్తున్నందుకు పలువురు ఉద్యోగులు మజ్దూర్ బిగుల్‌ను అభినందించారు, తమ సంప్రదింపు వివరాలను పంచుకున్నారు. NFC ఇండస్ట్రియల్ యూనియన్ కార్మికులు కూడా కార్యకర్తలతో మాట్లాడి, ఈ ప్రచారానికి మద్దతు తెలిపారు. లేబర్ కోడ్‌లు, ప్రైవేటీకరణకు వ్యతిరేకంగా భవిష్యత్తులో జరిగే పోరాటాల్లో కలిసి పనిచేస్తామని వారు చెప్పారు.

Mazdoor Bigul Campaigns at Nuclear Fuel Complex, Hyderabad: Call for an Indefinite General Strike Against the Four Labour Codes

Mazdoor Bigul conducted a campaign against the Four Labour Codes at the Nuclear Fuel Complex (NFC), Hyderabad. NFC is a highly sensitive and strategic industrial unit where uranium is processed, nuclear fuel is manufactured, and zirconium alloys essential for reactor safety are produced. Its output powers India’s nuclear power plants and also supports defence and space-related requirements, making it central to national energy security and public safety.
At a time when such a facility demands the highest standards of safety, accountability, and stable employment, the Fascist Modi government has pushed the SHANTI Bill (Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India), opening the nuclear sector to private players. This move places private profit above public safety and weakens accountability for worker welfare and public risk.
Alongside this, the Four Labour Codes have been imposed by the Fascist Modi regime, stripping workers of long-fought rights. At NFC, contractualisation has already spread into perennial jobs that are permanent in nature. With the Labour Codes now in force, this contractualisation is being legally normalised. Permanent recruitment will decline. Fixed-term and contract employment will expand. Workloads will rise, increasing fatigue and safety risks. Union protections and job security will weaken for all workers.
When Mazdoor Bigul activists began distributing pamphlets at various NFC gates, CISF personnel stopped the campaign at the regular employees’ gate, abusing and harassing the activists to prevent them from reaching workers. At another gate, activists were able to interact with contract workers and a few permanent employees. They explained how the Four Labour Codes affect workers across all sectors—organised and unorganised, formal and informal, regular and casual—and stressed the urgent need for workers and unions to unite and call for an Indefinite General Strike demanding the repeal of these anti-worker laws.
Many workers, particularly youth, showed keen interest in understanding the Labour Codes and expressed readiness to participate in protests, rallies, and strikes.
Bigul activists explained how these laws were pushed through during the COVID lockdown to suppress resistance. They showed how the Codes undermine living wages, expand contractualisation, reduce employer accountability for safety lapses and wage violations, replace labour courts with employer-friendly tribunals, and promote deeper exploitation under the claim of ‘Ease of Doing Business.’
Several employees appreciated Mazdoor Bigul for spreading awareness, especially among younger workers facing an insecure future, and shared their contacts. Workers from NFC’s Industrial Union also interacted with the activists, supported the campaign, and expressed willingness to work together in future struggles against the Labour Codes and privatisation.
