కార్మిక వ్యతిరేక నాలుగు లేబర్ కోడ్లను ఎదిరించడానికి ‘నిరవధిక సార్వత్రిక సమ్మె’కు సిద్ధం కావాలని పిలుపునిస్తూ, సికింద్రాబాద్ లాలాగూడ రైల్వే క్యారేజ్ వర్కుషాపు వద్ద మజ్దూర్ బిగుల్ ఆధ్వర్యంలో రైల్వే ఉద్యోగుల మధ్య ప్రసంగాలు చేస్తూ, కార్మికులకు పాంప్లెట్లు పంపిణీ చేయడం జరిగింది.గత కొద్ది రోజులుగా రైల్వే ఉద్యోగుల మధ్య నిర్వహిస్తున్న ప్రచారంలో భాగంగా, డిసెంబర్ 18 సాయంత్రం డ్యూటీ వేళలు ముగిసిన అనంతరం లాలాగూడ వర్కుషాపు వద్ద 4 లేబర్ కోడ్ల వెనుక ఉన్న దోపిడీ నిజరూపాన్ని బిగుల్ కార్యకర్తలు ఎండగట్టారు. బ్యానర్లు, పోస్టర్లు, నినాదాలతో కార్మికుల దృష్టిని ఆకర్షించి, వారితో ముఖాముఖి చర్చలు జరిపారు. వేలాది పాంప్లెట్లను పంపిణీ చేస్తూ ప్రసంగాల ద్వారా కార్మికులను చైతన్యపరిచారు.
కేంద్ర ప్రభుత్వం మరియు పెట్టుబడిదారీ మీడియా ఈ లేబర్ కోడ్ల గురించి చేస్తున్న తప్పుడు ప్రచారాలను బిగుల్ కార్యకర్తలు ఈ సందర్భంగా విశ్లేషించారు. కొత్త ‘ఫ్లోర్ వేజ్’ పద్ధతి ద్వారా కార్మికుల ఆదాయాన్ని ఎలా తగ్గించవచ్చో ఎండగట్టారు; ప్రభుత్వం నిర్ణయించిన రోజుకు కేవలం ₹178 బెంచ్మార్క్ అనేది కనీస జీవన వేతనానికి ఏమాత్రం సరిపోదని వివరించారు. పని దినాలను 8 గంటల నుండి 12 గంటల వరకు పొడిగించి హద్దుల్లేకుండా శ్రమదోపిడీ చేయడం, ‘ఫిక్స్డ్ టర్మ్ ఎంప్లాయ్మెంట్’ పేరుతో కాంట్రాక్టు పద్దతిని సాధారణీకరణ చేయడం వంటి ప్రమాదకర నిబంధనల గురించి హెచ్చరించారు. అలాగే లేబర్ కోర్టులను రద్దు చేసి, కార్మికులకు న్యాయం అందకుండా ట్రిబ్యునళ్లను ఏర్పాటు చేయడం ద్వారా కార్మికుల గొంతు నొక్కుతున్నారని అన్నారు.
రైల్వే, ఆర్టీసీ (TGSRTC), విద్యుత్, బి.ఎస్.ఎన్.ఎల్ వంటి ప్రభుత్వ రంగ సంస్థల్లో ప్రైవేటీకరణను వేగవంతం చేయడం ద్వారా రెగ్యులర్ ఉద్యోగుల సంఖ్యను తగ్గించి, కార్మిక వర్గ సామూహిక బలాన్ని దెబ్బతీస్తున్నారని వారు పేర్కొన్నారు. కొత్త నిబంధనల ప్రకారం, యూనియన్ గుర్తింపు పొందాలంటే 51% సభ్యత్వం ఉండాలని వివరించారు. ముఖ్యంగా సమ్మె హక్కుపై జరుగుతున్న దాడిని వివరిస్తూ—సమ్మెకు వెళ్ళే ముందు తప్పనిసరిగా నోటీసు ఇవ్వాలని, ఆ తర్వాత 14 రోజుల వరకు సమ్మె చేయకూడదు. ఈ నోటీసు కేవలం 60 రోజులు మాత్రమే చెల్లుతుంది. ఒకవేళ ఆ లోపు రాజీ చర్చలు ప్రారంభమైతే, అవి ముగిసిన ఏడు రోజుల వరకు సమ్మె చేయడం చట్టవిరుద్ధమని హెచ్చరించారు. తద్వారా ప్రభుత్వం చర్చల పేరుతో సమ్మెలను నిరవధికంగా ఆలస్యం చేయడానికి లేదా పూర్తిగా అడ్డుకోవడానికి ఈ నిబంధనలు అవకాశం కల్పిస్తాయని, ఇవన్నీ పెట్టుబడిదారీ విధానంలో ఇప్పటికే ఉన్న ఆధునిక వేతన బానిసత్వాన్ని మరింత అధ్వాన్నం చేస్తాయని వారు వివరించారు.
రైల్వే ఉద్యోగుల పెన్షన్ పథకాలను బలహీనపరచడం, అరియర్స్ చెల్లించకపోవడం మరియు ఖాళీలను కాంట్రాక్టు ఉద్యోగులతో నింపడం వంటి సమస్యలను విడివిడిగా చూడకూడదని వారు సూచించారు. ఇవన్నీ గత పదేళ్లుగా ఫాసిస్టు మోదీ ప్రభుత్వం రైల్వేల ప్రైవేటీకరణకు మార్గం సుగమం చేస్తూ, అదానీ, అంబానీ వంటి పెద్ద పెట్టుబడిదారులకు ఈ ప్రభుత్వ ఆస్తులను కట్టబెట్టడానికి కార్మిక వర్గంపై చేస్తున్న వ్యవస్థీకృత దాడిలో భాగమని వివరించారు.
చీకటి యుగం వైపు వెళ్తున్న మన భవిష్యత్తును కాపాడుకోవాలంటే, సంఘటిత మరియు అసంఘటిత రంగాల కార్మికులందరూ ఏకమవ్వాలని బిగుల్ కార్యకర్తలు పిలుపునిచ్చారు. ఈ నాలుగు లేబర్ కోడ్లను ప్రభుత్వం వెనక్కి తీసుకునే వరకు అన్ని సంఘాలు కలిసి ‘నిరవధిక సార్వత్రిక సమ్మె’కు దిగడమే ఏకైక మార్గమని స్పష్టం చేశారు.
ఈ ప్రచారం పట్ల రైల్వే కార్మికుల నుండి విశేష స్పందన లభించింది. చాలామంది కార్మికులు ఈ కోడ్ల ప్రభావం గురించి అడిగి తెలుసుకున్నారు. మరికొందరు కార్మికులు భవిషత్తులో నిర్వహించే పోరాటాల్లో భాగస్వాములు అవుతామని ఉత్సాహం చూపిస్తూ, ప్రచారాన్ని మరింత ఉధృతం చేయడానికి తమ సలహాలను, ఆలోచనలను పంచుకున్నారు.

Mazdoor Bigul Campaign at Lalaguda Railway Carriage Workshop in Secunderabad Against the Four Labour Codes
Mazdoor Bigul held a campaign among railway employees at the Lalaguda railway carriage workshop in Secunderabad, calling upon them to prepare for an ‘indefinite general strike’ to resist the four anti-worker labour codes. Pamphlets with information regarding labour codes were distributed and Bigul activists gave speeches during the campaign.
As part of an ongoing campaign among railway employees, Bigul activists, in their speeches exposed the exploitative nature of the four labour codes at the Lalaguda workshop on the evening of December 18, following their work shift. Banners, posters, and slogans used during the campaign drew workers’ attention, they engaged in discussions with the activists distributing pamphlets.
During the campaign, activists deconstructed the misinformation spread by the central government and the capitalist media regarding these codes. They exposed how the new ‘floor wage’ mechanism could be used to suppress earnings, noting that the government’s benchmark of just ₹178 per day falls drastically short of a fair living wage. They also detailed other dangerous provisions such as the extension of workday up to 12 hours leading to further exploitation of workers, and the normalization of the contract system through ‘Fixed-Term Employment’. They further criticized the abolition of labour courts in favor of tribunals, which distances workers from justice.
They noted that by accelerating privatization in public sectors like Railways, TGSRTC, Electricity, and BSNL, the government is reducing the number of permanent employees to weaken the collective strength of the working class. They explained that under the new rules, 51% membership is required for union recognition. They particularly highlighted the systematic attack on the right to strike: a notice must be given before striking, after which a strike is prohibited for 14 days, and this notice remains valid for only 60 days. If conciliation proceedings begin during this window, striking becomes illegal until seven days after they conclude. They warned that these provisions grant the government the power to indefinitely delay or entirely suppress strikes under the guise of negotiations, and that the existing modern wage slavery in capitalism will be tremendously worsened
The activists urged the workers to consider the weakening of pension schemes, non-payment of arrears, and filling vacancies with contract staff not in isolation but in the context of these labour codes. It should be understood as a systematic attack by the fascist Modi government over the last decade, laying the path for the privatization of the railways to gift these public assets to big capitalists like Adani and Ambani at the expense of the working class.
To safeguard a future that is sliding into a dark era, Bigul activists called for the unity of workers across both organized and unorganized sectors. They asserted that the only way forward is for all unions and sectors to unite and launch an ‘indefinite general strike’ until the government rolls back these four labour codes.
The campaign received an overwhelming response from the railway workers. Many employees enquired about the impact of these codes, while others expressed their enthusiasm to join future struggles and shared their suggestions to intensify the movement.
