हरियाणा पुलिस द्वारा मानेसर के 55 संघर्षरत मज़दूरों को झूठे मुक़दमे लगाकर जेल भेज दिया गया है!

गुड़गाँव-मानेसर औद्योगिक इलाक़े में मज़दूर पिछले 2 अप्रैल से शान्तिपूर्ण तरीक़े से वेतन बढ़ोतरी की माँग व अन्य कई माँगों को लेकर हड़ताल पर बैठे थे। 8 अप्रैल को आन्दोलन के दवाब में आकर हरियाणा सरकार को वेतन बढ़ोतरी का नोटिस जारी करना पड़ा। इस घोषणा के बाद भी फैक्टरी मालिकों द्वारा मज़दूरों को लिखित में कोई आश्वासन नहीं दिया गया था, जिसकी माँग करते हुए 9 अप्रैल की सुबह मज़दूर फैक्टरी गेट पर पहुँचे। ऐसे में, जब पुलिस को फैक्टरी मालिकों और मैनजमेण्ट पर दवाब बनाकर तुरन्त लिखित नोटिस जारी करवाना चाहिए था तब मालिकों की सगी हरियाणा पुलिस ने अपना असल चरित्र दिखाते हुए मज़दूरों पर बर्बर लाठीचार्ज शुरू कर दिया। पुलिस प्रशासन द्वारा जानबूझकर उठाये गये इस क़दम की वजह से एक शान्तिपूर्ण धरने में अराजकता फैल गयी। कई मज़दूर इसमें गम्भीर रूप से घायल हुए हैं। महिला मज़दूरों को भी काफ़ी चोटें आयी हैं। इन सब के बाद पुलिस ने मालिकों की शह पर मज़दूरों को “सबक सिखाने” की नीयत से 55 लोगों को हिरासत में ले लिया। इसमें क़रीब 20 महिला मज़दूर हैं। अधिकतर मज़दूर रिचा और मोडलामा कम्पनी के हैं। इसके बाद दो फर्ज़ी एफआईआर के तहत मज़दूरों को 9 अप्रैल की रात जेल भेज दिया गया।
एक एफआईआर में 11 मज़दूरों पर ग़ैर-जमानती धाराएँ लगायी गयी हैं और सभी पर इरादतन हत्या के प्रयास जैसे झूठे आरोप मढ़कर 14 दिन की न्यायायिक हिरासत में भेज दिया गया है। दूसरी एफआईर के तहत 44 लोगों को तीन दिन की न्यायायिक हिरासत पर लिया गया है जिसमें महिलाओं की संख्या 20 है। इन फर्ज़ी एफआईआर में फैक्टरी मालिकों और पुलिस ने ऑटोमोबाइल सेक्टर की यूनियन AICWU के साथ-साथ अन्य मज़दूर संगठनों और उनके कार्यकर्ताओं को भी निशाना बनाया है। हड़ताल शुरू होने के बाद से ही हरियाणा पुलिस और कुख्यात सीआइए मज़दूर व सामाजिक कार्यकर्ताओं को डराने-धमकाने और चुप कराने के लिए सभी असंवैधानिक और ग़ैर-क़ानूनी रास्ते अपना रही थी।
हालाँकि यह पहली बार नहीं है जब मज़दूर आन्दोलन पर इस तरह का बर्बर पुलिसिया दमन किया गया है। इस मुनाफ़ाखोर व्यवस्था का इतिहास गवाह है कि जब भी मज़दूर वर्ग अपनी माँगों के लिए उठ खड़ा हुआ है, पूँजीवादी शोषण और अत्याचार के ख़िलाफ़ अपनी एकता क़ायम की है, तब-तब मालिकों और उनकी सेवा में तत्पर पुलिस प्रशासन ने अपने डण्डे की ज़ोर पर मज़दूर आन्दोलन को कुचलने का काम किया है। मौजूदा समय में मोदी सरकार की बदइन्तज़ामी की वजह से गहराये एलपीजी संकट ने लोगों के पास सड़कों पर उतरने के अलावा और कोई विकल्प नहीं छोड़ा। इसलिए ही, गुड़गाँव-मानेसर से लेकर अलग-अलग जगहों पर मज़दूर अपनी बुनियादी माँगों के लिए संघर्ष कर रहे हैं। देश के कई राज्यों में शुरू हुआ मज़दूर आन्दोलन अनायास नहीं है। यह पूँजीवादी व्यवस्था द्वारा लम्बे समय से जारी लूट-खसोट और फ़ासीवादी भाजपा सरकार की मज़दूर-विरोधी नीतियों के ख़िलाफ़ उठ खड़ा हुआ गुस्सा है।
इससे ही भयाक्रान्त होकर पूँजीपतियों की पैरोकार हरियाणा सरकार ने मज़दूरों के आन्दोलन को कुचलने और उन्हें डराने-धमकाने, चुप कराने, “सबक सीखाने” के लिए झूठे मुक़दमों से लेकर तमाम घटिया चालें चली हैं। मगर आज तक कभी भी ऐसे घटिया हमलों से मज़दूरों का संघर्ष थमा नहीं है बल्कि व्यापक और तेज़ हुआ है।
हरियाणा सरकार और पुलिस द्वारा गुड़गाँव-मानेसर में जारी दमनात्मक कार्यवाही ने एक बार फिर यह साबित कर दिया है कि इस पूँजीवादी व्यवस्था में पुलिस प्रशासन से लेकर क़ानून और न्याय व्यवस्था तक सब मालिकों की हिफ़ाज़त में तैनात हैं। साथ ही, इस आन्दोलन ने भाजपा सरकार के मज़दूर-विरोधी चरित्र को भी और साफ़ कर दिया है। सैनी सरकार ने यह दिखा दिया है मालिकों के मुनाफ़े को बरकरार रखने के लिए वह किसी भी हद तक जा सकती है!
हरियाणा सरकार के इस ग़ैर-क़ानूनी और दमनात्मक कुकृत्य की हम कड़े शब्दों में निन्दा करते हैं और यह माँग करते हैं कि 55 मज़दूरों पर लगाये गये झूठे मुक़दमे को तत्काल रद्द किया जाये और सभी मज़दूरों को रिहा किया जाये। लाठीचार्ज कर शान्तिपूर्ण धरने को अराजक बनाने के लिए ज़िम्मेदार पुलिसकर्मियों पर कार्यवाही की जाये। इसके साथ ही, हम संघर्षरत मज़दूरों से यह अपील करते हैं कि यह वक़्त डरने और चुप रहने का नहीं है बल्कि पूँजीवादी शोषण और अत्याचार के ख़िलाफ़ अपनी एकजुटता बनाकर मुखरता से विरोध करने का है।

Under BJP Rule: Workers Demanding Wage Hikes Receive the “Gift” of
Batons and Fabricated FIRs!
The Haryana Police has imprisoned 55 struggling workers from Manesar by
filing false cases against them!
Since April 2nd, workers in the Gurgaon-Manesar industrial belt have been staging a peaceful strike, demanding wage hikes and pressing for various other demands. On April 8th, bowing to the pressure generated by the agitation, the Haryana government was compelled to issue a notice regarding the wage increase. However, even after this announcement, the factory owners failed to provide the workers with any written assurance; demanding precisely this, the workers gathered at the factory gate on the morning of April 9th. At this critical juncture—when the police administration should have instead pressured the factory owners and management to immediately issue a written notice—the Haryana Police, acting as the owners’ loyal henchmen, revealed their true colors by launching a brutal baton charge against the workers. This deliberate action by the police administration plunged what had been a peaceful sit-in into chaos. Several workers sustained serious injuries during the incident, and female workers also suffered significant physical harm. Following these events, and acting at the behest of the factory owners with the explicit intent of “teaching the workers a lesson,” the police detained 55 individuals. Among those detained are approximately 20 female workers. The majority of the detained workers are employees of the Richa and Modlama companies. Subsequently, on the night of April 9th, the workers were sent to jail under the provisions of two fabricated First Information Reports (FIRs).
In one of the FIRs, non-bailable charges have been invoked against 11 workers; all of them have been remanded to 14 days of judicial custody after being saddled with false accusations, such as attempted murder. Under the second FIR, 44 individuals—including 20 women—have been taken into three days of judicial custody. In these fabricated FIRs, factory owners—in collusion with the police—have targeted the AICWU (a union in the automobile sector), as well as other labor organizations and their activists. Ever since the strike began, the Haryana Police and the notorious CIA have been resorting to every unconstitutional and illegal means available to intimidate, threaten, and silence labor and social activists.
However, this is not the first time that the labor movement has faced such brutal police repression. The history of this profit-driven system bears witness to the fact that whenever the working class has risen up to raise its demands—forging unity against capitalist exploitation and atrocities—the owners, aided by a police administration ever-ready to serve them, have invariably sought to crush the labor movement through the brute force of their batons. In the current climate, the deepening LPG crisis—exacerbated by the Modi government’s mismanagement—has left the people with no alternative but to take to the streets. It is for this very reason that workers across various locations—from Gurgaon-Manesar to other regions—are currently engaged in struggles to secure their basic demands. The labor movement that has erupted across several states of the country is not a spontaneous occurrence; rather, it represents the collective anger rising up against the long-standing plunder and exploitation perpetrated by the capitalist system, as well as against the anti-labor policies of the fascist BJP government.
Terrified by this rising tide of dissent, the Haryana government—acting as the staunch advocate for the capitalists—has employed every conceivable dirty trick, ranging from filing false cases to engaging in various other nefarious maneuvers, in a bid to crush the workers’ movement, intimidate them, silence them, and “teach them a lesson.” Yet, history demonstrates that such despicable attacks have never succeeded in halting the workers’ struggle; on the contrary, they have only served to broaden its scope and intensify its momentum. The repressive actions currently being carried out by the Haryana government and police in Gurgaon-Manesar have once again proven that, within this capitalist system, every institution—from the police administration to the legal and judicial framework—stands deployed solely to safeguard the interests of the owners. Furthermore, this movement has served to further expose the anti-labor character of the BJP government. The Saini administration has demonstrated that it is willing to go to any lengths for the sake of the preservation of the owners’ profits!
We strongly condemn these illegal and repressive misdeeds of the Haryana government and demand the immediate withdrawal of the false cases filed against 55 workers, as well as the release of all detained laborers. Action must be taken against the police personnel responsible for turning a peaceful sit-in into a chaotic situation through the use of baton charges. Additionally, we appeal to the struggling workers: this is not the time to cower in fear or remain silent; rather, it is the moment to forge unity and raise your voices in vocal protest against capitalist exploitation and oppression.
