हरियाणा के औद्योगिक इलाकों में क्राइम इन्वेस्टिगेशन एजेंसी (CIA) की ग़ैरक़ानूनी कार्रवाई और गुण्डागर्दी नहीं चलेगी!

मालूम हो कि गुड़गाँव-मानेसर औद्योगिक पट्टी में पिछले एक हफ़्ते से मज़दूर अपनी वेतन बढ़ोतरी की माँग व अन्य कई माँगों को लेकर आन्दोलनरत हैं। बढ़ती महँगाई और एलपीजी संकट की वजह से लोगों का जीना मुश्किल हो गया है और सरकार द्वारा इसपर कोई उचित क़दम नहीं उठाया जा रहा है। इस समस्या की मार सबसे अधिक मज़दूर वर्ग पर पड़ रही है। राशन से लेकर दवा-इलाज और अन्य ज़रूरी आवश्यकताओं के लिये भी लोगों को बेहद मुश्किलों का सामना करना पड़ रहा है। यही वजह है कि गुजरात में सूरत, छत्तीसग़ढ के इलाक़ों, हरियाणा में पानीपत और फिर गुड़गाँव-मानेसर, उत्तर प्रदेश में नोएडा से लेकर कई जगहों पर हड़तालों और प्रदर्शनों का सिलसिला जारी है। सरकार की लापरवाही और बदइन्तज़ामी की वजह से देश के कई राज्यों में मज़दूरों का गुस्सा सड़कों पर फूट रहा है।
फैक्टरी प्रबन्धन और सरकार द्वारा मज़दूरों की माँगों पर कोई उचित कार्यवाही न होने की वजह से मज़दूरों को देशभर में हड़ताल का रुख़ अख़्तियार करना पड़ रहा है। गुड़गाँव-मानेसर में जारी हड़ताल के दवाब में आकर ही 8 अप्रैल की रात हरियाणा सरकार को संघर्ष के आगे झुकना पड़ा और वेतन बढ़ोतरी की घोषणा करनी पड़ी। यह मज़दूर संघर्ष और आन्दोलन की जीत है।गुड़गाँव-मानेसर इलाक़े में हड़ताल के दौरान पुलिस प्रशासन का रवैया शुरू से ही मज़दूर-विरोधी रहा है। हड़ताल के दौरान आम मज़दूरों व यूनियन कार्यकर्ताओं को निशाना बनाया जा रहा था, लाठीचार्ज और बलप्रयोग के ज़रिये उनका दमन किया जा रहा था, उन्हें बिना किसी ठोस कारण के हिरासत में लेकर डराया गया ताकि वे चुपचाप काम पर वापस चले जाये और हड़ताल ख़त्म कर दें। 5 अप्रैल को ऑटोमोबाइल इण्डस्ट्री कॉन्ट्रैक्ट वर्कर्स यूनियन (AICWU) के कार्यकर्ता शाम मूर्ति को ग़ैर-क़ानूनी तरीक़े से हिरासत में लिया गया और देर रात तक थाने में बिठा कर प्रताड़ित किया जाता रहा। इसके बाद 7 अप्रैल को बिगुल मज़दूर दस्ता से जुड़े सनी और सार्थक को ज़ोर-ज़बरदस्ती करते हुए हड़ताल स्थल से उठाकर ले जाया गया।
8 अप्रैल को वेतन बढ़ोतरी की घोषणा के बाद 9 तारीख़ की सुबह जब मज़दूर हड़ताल ख़त्म कर काम पर लौटने लगे तब बदले की भावना से हरियाणा पुलिस ने मज़दूर-कार्यकर्ताओं और सामाजिक कार्यकर्ताओं का दमन तेज़ कर दिया। फैक्टरी प्रशासन द्वारा वेतन बढ़ोतरी की माँग के लिये संघर्ष में शामिल मज़दूरों को चिन्हित कर काम से निकाला जाने लगा और अब पुलिस प्रशासन द्वारा झूठे आरोप मढ़कर उनके साथ बदसलूकी की जा रही है। लगातार ही “पूछताछ” के नाम पर मज़दूरों में भय और डर का माहौल बनाया जा रहा है। हड़ताल करने के लिये लोगों को डराया-धमकाया जा रहा है और कइयों को तो ग़ैर-क़ानूनी तरीक़े से हिरासत में लेकर उनके साथ मारपीट भी की गयी है। महिला मज़दूरों के साथ पुलिसिया गुण्डागर्दी और लाठीचार्ज के बाद उनके घर में पहुँचकर पुलिस उन्हें चुप रहने के लिये धमका रही है।
9 अप्रैल (गुरुवार) को एक बार फिर ऑटोमोबाइल इण्डस्ट्री कॉन्ट्रैक्ट वर्कर्स यूनियन (AICWU) से जुड़े एक मज़दूर कार्यकर्ता वीरेन्द्र को उनके घर से ज़ोर-ज़बरदस्ती करते हुए रात के 8:30 बजे उठा लिया गया। मालूम हो कि 3 लोग जो खुद को “क्राइम ब्रांच” से बता रहे थे, उन्होंने मज़दूर कार्यकर्ता को बिना किसी कारण बताये उनके घर से उठाया। सिर्फ़ इतना ही नहीं, वीरेन्द्र के साथ मारपीट की गयी, उनकी पत्नी के साथ बदसलूकी की गयी और जिस गाड़ी में उन्हें ले जाया गया उसपर कोई नम्बर प्लेट तक नहीं थी! वीरेन्द्र को काफ़ी देर डराने-धमकाने के बाद उनसे बन्दूक की नोंक पर खाली कागज़ पर दस्तख़त कराये गये और यह कहा गया कि उन्हें आगे भी जाँच-पड़ताल के लिये थाने आना पड़ेगा। ठीक इसी तरह बेलसोनिका यूनियन के महासचिव अजीत सिंह और इंक़लाबी मज़दूर केन्द्र के सदस्यों का भी हरियाणा पुलिस द्वारा लगातार विचहंट किया जा रहा है।
आख़िर सवाल यह है कि हरियाणा पुलिस को मज़दूरों की वेतन बढ़ोतरी की माँग से क्या समस्या है? बिना किसी नोटिस के “पूछताछ” और “जाँच-पड़ताल” के नाम पर पुलिस का यह रवैया लोगों की आवाज़ को चुप कराना नहीं तो और क्या है? आसपास के इलाक़ों में हड़ताल में शामिल लोगों की तस्वीर दिखाकर उन्हें उनके घर से उठाना किस लोकतान्त्रिक प्रक्रिया का हिस्सा है? CIA जैसी ग़ैर-सरकारी संस्था को मज़दूरों के आन्दोलन को कुचलने और उन्हें प्रताड़ित करने का अधिकार किसने दिया?
आपको बता दें कि हरियाणा में पुलिस के अलावा CIA नाम की एक ग़ैर-सरकारी संस्था मौजूद है जिसके पास पुलिस के सारे अधिकार तो मौजूद हैं ही, इसके पास कई क़ानूनेतर अधिकार भी मौजूद हैं। यह जानकर हैरत होगी कि CIA एक ऐसी बॉडी है जिसका काम ही है कि वह गुड़गाँव-मानेसर के औद्योगिक इलाक़े में मज़दूरों के हक़-अधिकार की राजनीतिक आवाज़ों और क्रान्तिकारी यूनियनों को चुप कराये और उनपर फर्ज़ी मुक़दमे दर्ज करे। हरियाणा में सीआईए क़ानून और न्याय के दायरे से बाहर रहकर काम करती है। “क्राइम ब्रांच” के नाम पर ख़ुद को पेश करने वाली इस ऑथोरिटी को असिमित शक्तियाँ प्राप्त है और यह हरियाणा सरकार और पुलिस के एक अंग के तौर पर काम करती है। गुड़गाँव-मानेसर की औद्योगिक पट्टी पूँजीपतियों के मुनाफ़े का एक प्रमुख क्षेत्र है। मुनाफ़े की लूट में रत्तीभर कमी भी पूॅंजीपतियों को बर्दाश्त नहीं है और इस इलाक़े में शोषण-उत्पीड़न को बरकरार रखने के लिये सरकार-पुलिस और सीआईए जैसी संस्था के साथ मिलकर मालिकों का गिरोह किसी भी हद तक जाने से गुरेज़ नहीं करता है। गुड़गाँव-मानेसर के मौजूदा आन्दोलन में भी तमाम न्यायिक और संवैधानिक प्रक्रियाओं का उल्लंघन करते हुए जिस तरह आम मज़दूरों और सामाजिक-राजनीतिक कार्यकर्ताओं का दमन किया जा रहा है वह इस बात की ही पुष्टि करता है। इससे पहले भी होण्डा, मारुति, रीको के आन्दोलनों में भी ऐसा ही दमनात्मक और मज़दूर-विरोधी रवैया हम देख चुके हैं।
इस समय भी हरियाणा सरकार और पुलिस मज़दूरों में भय व डर का माहौल पैदा करने के लिये और उन्हें चुप करवाने के लिये दमन के तमाम तरीक़े अपना रही है ताकि आगे से किसी भी तरह के अन्याय और शोषण के ख़िलाफ़ मज़दूर एकजुट ही न हो पायें। हरियाणा पुलिस द्वारा मज़दूरों व समाजिक-राजनीतिक कार्यकर्ताओं के इस दमन और उत्पीड़न की हम कड़े शब्दों में निन्दा करते हैं। इसके साथ ही हम सभी इंसाफ़पसन्द, न्यायप्रिय लोगों से यह अपील करते हैं कि पुलिस की इस गुण्डागर्दी और विचहंट के ख़िलाफ़ अपनी आवाज़ उठायें और मज़दूर आन्दोलन के दमन के विरोध में खड़े हों। साथ ही, सीआईए जैसी क़ानूनेतर एजेंसी को तत्काल भंग करनी की माॅंग भी हम उठाते हैं।

Raise your voice against the repression and witchhunt of the workers and social-political activists by the Haryana Government and Haryana Police in Gurgaon-Manesar industrial sector.
Hooliganism and illegal action of the Crime Investigation Agency (CIA) in the industrial sector of Haryana won’t be tolerated.
Friends and Comrades,
It must be known that in the industrial sector of Gurgaon-Manesar industrial area, workers have waged a movement for the increased wage and other demands. While the lives of the people have became miserable because of the increasing inflation and the LPG crisis, the government is not taking appropriate steps on this issue. The working class is the one which is facing the brunt of this crisis the most. People are facing immense difficulties in getting ration, medicine, treatment and other essential needs. This has caused the series of strikes to emerge in different parts of India including Surat in Gujrat, some parts of Chhattisgarh, Panipat and Gurgaon-Manesar in Haryana, and Noida in Uttar Pradesh which is still ongoing. The negligence and carelessness on the part of the government has caused the anger and fury of the workers around the country to erupt on streets.
The inaction by the factory management and the government on these demands has forced the workers around the country to chose the path of strike. It was the pressure mounted by the Gurgaon-Manesar strike which forced the Haryana Government to bend in front of the workers’ struggle and do the announcement of the increase in wages. This is the victory of the workers’ struggle and movement.
The attitude of the police administration in the strike has been anti-worker from the very beginning. The common workers and Union activists were targeted during the strike, they were repressed through laathi-charge and use of force, and even without any concrete reason, they were taken into custody and threatened so that they return to work silently and the strike can be ended. On April 5th, activist Sham Murti of the Automobile Industry Contract Workers’ Union (AICWU) was illegally detained. He was kept in police station till late night and was subjected to torture by the Haryana Police. After this, on April 7th, activists Sunny and Sarthak, affiliated with Bigul Mazdoor Dasta, were forcefully detained and were taken away from the protest site.
After the announcement on April 8th of the hike in wages, when the workers were returning to their work on the morning of 9th April, the Haryana police, in a bid to take revenge, intensified the repression of the workers and social activists. The workers involved in the struggle for the demand of increase in wages by the factory management were circled and fired from the work. And now, the police administration is ill-treating the workers by making false accusations against them. In the name of “investigation”, the workers are continuously terrorised and intimidated by the police. The people are continuously threatened and terrorised for their involvement in the strike and many of the workers are even arrested illegally and tortured in the custody. After the hooliganism by the police and lathicharge on the women workers, the police are even reaching the houses of these women and threatening them to stay silent.
On April 9th, a worker activist named Virendra, affiliated with the Automobile Industry Contract Workers’ Union (AICWU), was forcefully abducted on 8:30 PM. It must be noted that, 3 people, who were claiming to be from “crime branch” abducted the worker activist from his house without mentioning any reason. Not only this, Virendra was also beaten, and his wife was harassed by these goons whose car in which virendra was taken away didn’t have any number plate on it. After Virendra was subjected to threats and intimidation for a long time, he was forced to sign a blank paper on gunpoint, and he was told that he will have to come to police station for investigation in future too. In the same way, Ajit Singh who is the general secretary of the Belsonica Union, and members of the Inkalabi Mazdoor Kendra (IMK) are too being witchhunted by the Haryana Police.
The main question is, why is Haryana Police bothered with the workers’ demand of wage hike? Is the attitude of the police to “investigate” and “interrogate” the workers and activists without any notice, not an act of silencing the voice of the people? To show the photos of the people who participated in the strike in the nearby neighbourhoods and abuduct them from their houses is part of which democratic process? Who gave CIA, a Non-Governmental Organization, the right to stample the workers’ movement and torture the workers ?
It is noteworthy that, in Haryana, apart from the police, there exists a Non-Governmental Organization called CIA, which not only has all the rights of the police, but it also has many illegal rights. You will be surprised to know that, the CIA is one such body whose sole purpose is to silent the political voices of the workers and revolutionary unions in the Gurgaon-Manesar Industrial Belt and slam false cases on them. In Haryana, the CIA works by staying outside the boundaries of law and justice. Gurgaon – Manesar industrial Belt is the key sector for the profits of the capitalists. The capitalists cannot tolerate even a pinch of decrease in the loot of the profit and to maintain the exploitation-oppression in this sector the clique of the factory owners do not hesitate to go any length with the help of government – police and organizations like CIA. In the ongoing workers’ movement in Gurgaon-Manesar too, while violating the many legal and constitutional procedures, the way in which the repression of common workers and social-political activists is being carried out, is also confirming this fact. In the past, we’ve seen the same kind of repressive and anti-worker attitude in the movements of Honda, Maruti, and Rico.
Haryana Government and police are employing same tactics of repression to create an atmosphere of fear and terror, and to silence the workers and to ensure that the workers don’t unite against any kind of injustice, and repression. We condemn in strongest words, the repression and oppression by the Haryana Police. Along with this, we also appeal to all the Justice-loving people to raise their voice against the hooliganism, and witchhunt, and stand against the repression of the workers’ movement. At the same time, we demand that the extra-legal agency like CIA, must be dissolved.
